To the casual observer, a developer is the one
who prepares the land for construction. In
reality, a developer such as Brandon Development
Enterprises builds an entire community long
before the first hammer hits a nail. Developing
a vacant tract of land includes, but is not
limited to: studying site topography, geology,
and environmental and archeological history;
identifying environmentally sensitive areas;
being knowledgeable of current zoning
regulations that impact the site; and knowing
the proximity of existing services (water,
sanitary and storm sewer) and roads to the site.
The developer pays for all the public
improvements (roads, sewer lines, water lines,
and storm drainage) in each and every new
project, often times including upgrading
existing roads and other infrastructure. When
completed, Developers dedicate all new public
improvements to the city. In addition,
developers, in cooperation with the city, set
aside land for public parks and often public
greenbelt areas. Before construction begins on
any new project, the developer is required to go
through an extensive as well as intensive
approval process which includes approval of all
development construction plans for the site by
the Public Works, Planning, and Engineering
Departments. In addition, the fire and police
departments review the site plan. And finally,
the Planning Commission and City Council hold
public hearings before approving the site plan.
The above are just a few of the steps on the way
to approval of a developer’s project.
Only after approval by all of the above
mentioned agencies; completion of the public
improvements to the land; and acceptance of the
improvements by the city, can the developer sell
home sites to builders to further create a
community where families can work, live, and
